Easy Vector Paint Shop Pro Tutorial
There is no easy way to get a proper vector, I'm afraid if you want them that good you have to put time and effort into them, but there are ways to make images look vectorish even though you won't be able to put them on a new background or resize them and keep the same quality like real vectors.  So here we go a quick tutorial, these are good for making images easier to vector too if you take them into illustrator afterwards then trace it

I am going to take this image

1) Open up the image in PSP then go to Effects > Noise > Edge preserving smooth

Make the settings like mine below

2) Go to Layers > New adjustment layer > Posterize set the adjustment layer to 14 and then click ok

3) Go to Layers then click on the bottom layer, then click on Layers > Duplicate then Layers > arrange > bring to top

4) Then go to Layers > properties and set the blend mode to overlay or color, or just test to see what looks best.

5) Go to Layers > merge all
